The public exhibition of the Environmental Impact Statement has now closed.

In accordance with the NSW Planning legislation, IPL will now review the submissions and prepare a response to all issues raised and submit it to the Department of Planning and Infrastructure (DP&I). The DP&I will then make an assessment and refer it to the Planning Assessment Commission who will make a determination on the project. This is expected to be in early 2013.

Incitec Pivot Limited today announced it had suspended its feasibility study on the development of an ammonium nitrate manufacturing complex at its Kooragang Island Site in Newcastle, New South Wales.

The decision on whether to proceed with the development has been deferred for at least two years, reflecting the anticipated reduction in demand for ammonium nitrate and the high cost of construction in Australia. At this time, the project has not met IPL’s strict financial hurdles.

IPL will continue to seek regulatory approval and the Environmental Impact Statement will continue with the public exhibition process and conclude on 29 October 2012.

IPL will continue to keep the community informed as the company moves to seek final determination of the planning approval from NSW Government in early 2013.

Incitec Pivot Limited (IPL) engaged Coakes Consulting to undertake a random phone survey of Newcastle residents in April 2012, in order to measure

Awareness and knowledge of the company and its activities

Community attitudes towards IPL

Concerns and perceptions regarding potential impacts (positive and negative) of IPL’s proposed development project

Preferences in relation to the information content, frequency, and methods of communication between IPL and residents.

A key objective was to obtain data to enable comparisons between areas in close proximity to the proposed site, and a broader reference group (Newcastle residents some distance away from the project). Consequently, the sample strategy was designed such that key areas like Stockton and Fern Bay were treated as independent, reliable samples in their own right.

The report summarises the methodology and key findings of the survey.

Thank you to the Newcastle residents for their participation the survey.

The PEA was prepared mid 2011 and published in October 2011. The PEA is a document which provides an overview of the project and existing environment for the purpose of consultation on the development of the project with relevant government agencies.

IPL would like to reassure all residents that as part of the NSW Government planning approval process for the Project, IPL will be required to complete a detailed and full Environmental Impact Assessment (EIA). In line with the Director General Requirements for the project, this assessment will identify any potential impacts of the project on the local environment including the residents of Stockton.

IPL are acutely aware of neighbouring communities in Newcastle and will ensure that the project meets relevant environmental and safety standards. The EIA process will be undertaken over the next six months and will involve the community, industry and government consultation.

As a long term operator on Kooragang Island, IPL is absolutely committed to the safety of our people, the community in which we operate and the local environment.

Incitec Pivot Limited (IPL) recently announced a feasibility study into the construction of a state-of-the-art ammonium nitrate manufacturing plant on Kooragang Island, Newcastle.

As part of the feasibility study, IPL has selected Tecnicas Reunidas (TR) to undertake a front end engineering design (FEED) study.

IPL has chosen TR for its “know how” and technology in relation to ammonium nitrate and nitric acid, licensed by its 100% subsidiary company ESPINDESA.

TR is one of the leading international engineering and construction companies for oil and gas production, refining and petrochemicals and power generation projects.

The feasibility study is expected to be concluded in the fourth quarter of calendar 2012.

In keeping with the Company’s commitment to consultation and cooperation, community members and stakeholders will be involved throughout the feasibility process. No decision has been made to proceed with construction of the plant, which will only proceed on meeting IPL’s strict financial hurdles, firm customer commitments and regulatory approvals.

Should construction proceed, the facility would consist of plants producing nitric acid, ammonium nitrate solution and ammonium nitrate prill. Importantly, the proposed plant does not include an ammonia manufacturing operation and therefore does not use hexavalent chromium.

The study is expected to take 12 months with community engagement a high priority throughout the feasibility phase and beyond.

The company will hold community information sessions in Stockton and Mayfield and a community focussed website www.iplkooragang.com.au will be established to allow interested people to register, ask questions and receive project updates.

Under new amendments to the Environmental Planning and Assessment Act, IPL has lodged a State Significant Development application and Preliminary Environmental Assessment to the Department of Planning and Infrastructure (DP&I) for consideration.
